Don't blame your government for the price of oil it's not their fault. There are about a billion extra motorists at the gas stations from China, India etc. Oil is in large demand and short supply.
The government can subsidise the cost and do other stuff to reduce the cost to the consumer, but for how long?. The price of oil is going to go up and up and up, so learn to live with it my friend.
Oil is a limited resource, there is x amount in the world - and that's it!.
If you really want to change it. YOU HAVE TO GET RID OF OIL ALTOGETHER. That's right make huge investments in renewable alternative energy and infractures to make it work.
This will cost a lot of money, and you'll probably pay more in taxes ';Boo Who'; it'll tough for a while - but the future benefits will be great - unlimited energy and cheap feul, not to mention the benefits to the enviroment.

My problem with your theory is that you leave out what to do in between the transition from fossil based fuels to greener energy. One way or another, you still have to have oil and coal to power the country until all such conversions are feasable.
I'd be less against the high price of gas if the money went to our country and government instead of governments that mean to do this country harm, and yes, that means new oil exploration and drilling. This also means that we have to compromise and invest in wind and hydroelectric power where it is feasable, and I do apologize if a few fish and birds get killed in the process.
I have nothing against moving towards greener energy, but you can't just cut off oil either. It's unrealistic.
